The fact that a given PDF is tagged is no indication that it is properly tagged or compliant with Section 508.
In fact, the vast majority of tagged PDFs have low-quality tags and don't comply whatsoever.
Any software that produces PDF files would (ideally) produce not only a tagged PDF, but a properly tagged PDF, fully accessible and compliant with Section 508 "out of the box".
Any tagged PDF must be checked and validated as compliant with Section 508 before it may be certified as such.
